Re-laying of roads - Breached Contracts

The following will be lodged as a complaint at the public grievance lodging system of our government.

Respected Sirs,

I want to bring to your attention a strange phenomenon that I am noticing around me in Chennai, TamilNadu. I am sure, the same may be happening in other parts of the country as well.

The roads in residential areas are re-laid once every couple of years.

while, re-laying roads is a good thing, I am noticing that the contractors who re-lay these roads, aren't following their contractual agreements to the word. They are breaching some parts of the contract, and sadly, the inspections are not catching these breaches.

One painful phenomenon is, when roads are bad, I believe, the contractors are suppose to scrape away the existing road and then lay the new road.

I have never seen a contractor scrape and remove the existing road when roads are re-laid near my neighbourhood in Chennai. All they do is level the current surface and then blindly add-on the materials to tar on top of it.

This may not look like such a bad thing, but, over the course of years, when a road is re-layed couple of times, the level of the street raises each time.

The houses surrounding the road goes below the road level, causing numerous issues for its occupants, especially during rainy seasons.

There are lots of houses in Chennai which is partially sunk under the ground level, due to this very issue.

I request your office to follow-up on this and do the needful, to enforce that the current road is scraped off totally before re-laying a new road.
