புகாருக்கு அரசிடம் இருந்து வந்த பதில்

எங்களின் re-laying of roads - breached contracts என்ற பதிவுக்கு பதில் கிடைத்துள்ளது.
ஆனால், இதன் பலன் முழுதாக எப்பொழுது கிட்டும் என்று சொல்லமுடியவில்லை.

பதிலைப் பார்த்தால், ஒரு சாலை போடும் போது, பழைய சாலையை அகற்றிவிட்டு போடுவது என்பது நம்மூரில் வழக்கில் இல்லாத ஒன்றாகத் தோன்றுகிறது.
இப்பொழுதுதான், அந்த முறையை செயல்படுத்த முயன்று வருகிறார்களாம்.

நல்லது நடந்தால் நல்லதுதான். உடனே நடந்தால் மிக்க நல்லது.

புகாரை விசாரித்து பதில் அனுப்பிய சென்னை கார்ப்பரேஷன் நண்பர்களுக்கு நன்றி!

With reference to the letter cited, it is stated that process of removing the existing wearing course by scrapping, before relaying of road which is known as COLD MILLING PROCESS) has been taken up by Corporation of Chennai this year on main roads on experimental basis. After seeing the results of scrapping, (Cold Milling Process), this method of relaying of roads, after scrapping the existing layer will be taken up in future in other roads also so that the level of road will not raise.

எங்க ஊரு காவல்துறையின் "SMART SYS"...தொடர்கதை

என் பதிவில் இட்ட நாள்: 19.03.2008


இதற்கு முந்திய பதிவில் எங்க ஊரு காவல்துறையின் "Smart sys" என்ற முதல் முயற்சி பற்றி பெருமையாக நான் எழுதிய போது பலரும் அவநம்பிக்கையோடு பின்னூட்டமிட்டார்கள். அதில் கடைசியாக பதிவர் அரவிந்தன், //நீங்க தான் காவல்துறை மேல ரொம்ப நம்பிக்கை வச்சி காமெடி பண்றீங்க.// என்று எழுதியிருந்தார். அவர் வாயில் சர்க்கரைதான் போடணும்.

செம காமெடிதான் பண்ணிட்டேன் !!
என்ன நடந்திச்சின்னா ....

1.sms அனுப்பி ஒரு வாரத்துக்கு மேல் ஆகிப் போச்சு . ஆனா, சொன்ன விஷயம் இதுவரை கண்டுகொள்ளப் படவேயில்லை.

2. அவர்கள் கொடுத்த reference எண்ணை அவர்கள் சொன்னது போல் அதே எண்ணுக்கு நேற்று இரவு அனுப்பினேன். Necessary action is in process என்ற அதே பல்லவி மறுபடி வந்தது.

3. அதோடு விட்டு விடலாமாவென நினைத்தேன்; இருந்தும் என்ன ஆகிறது என்று பார்ப்போமே என்ற எண்ணத்தில் மீண்டும் இப்படி ஒரு sms கொடுத்தேன்:

Automated messaging & answering system is working fine. Nothing more we can expect, I suppose. So sad. இப்படி அனுப்பிய sms-க்கு ன் பழைய பல்லவியான Your message has been received and necessary action is being initiated…...blah…blah என்று வந்தது. புதிதாக இதற்கொரு reference எண்ணும் வந்தது!

4. மறுபடி அந்த reference எண்ணை அனுப்பினேன். பழையபடி - Necessary action is in process என்ற அதே பல்லவி…

5. பொறுமை இழந்து அடுத்து கொடுத்த sms: I’m sorry. Intha vilaiyattukku nan varalai.

6. என்ன ஆச்சரியம். இதுவரை human touch ஏதுமில்லாமல் இருந்த மறுமுனையில் இருந்து உயிர்ப்புடன் ஒரு தொலைபேசி அழைப்பு. பேச ஆரம்பித்ததுமே யார் நீங்கள் என்ற விசாரணை. ஏன் இப்படி ஒரு sms என்ற கேள்வி. அவர் சொன்னதே சொன்னார். நான் அனுப்பிய கோரிக்கை மதுரை நகர் காவல்துறை தொடர்புடையதாம். இவர்களோ மதுரை புறநகர்க்காரர்களாம். என் கோரிக்கையை அனுப்பிவிட்டோம். அவ்வளவுதான் செய்ய முடியும் என்றார். இந்த சேதியையாவது சொல்லாமல் வெறுமனே Automated message அனுப்புவதால் எந்த பயனும் இருக்கப் போவதில்லை என்று நான் கூற, இதில் நாங்கள் ஒன்றும் செய்ய இயலவில்லை என்று அவர்கூற 10-15 நிமிடங்கள் பேசினோம். இப்படி நீண்ட நேரம் பேசுவதற்குப் பதிலாக, reference எண் ஒருவரிடமிருந்து வரும்போது அவரனுப்பிய கோரிக்கையையும், அதற்கு எடுத்த நடவடிக்கை பற்றியும் தகவல் தெரிந்துகொண்டு இதுபோல் நேரடியாக ஓரிரு நிமிடம் பேசினால் கூட போதும்; அதுதான் பயன் என்று நான் சொன்னது அவருக்குப் புரியவில்லையா என்று தெரியவில்லை.

நான் அனுப்பிய கடைசி sms அவருக்குப் பிடிக்கவில்லை என்றாலும் அது இந்த அளவாவது வேலை செய்தது எனக்குப் பிடித்தது! அதோடு வெறும் Automated message மட்டுமே என்றில்லாமல் சிலர் பொறுப்போடு வேலை செய்வது அறிந்ததால் கொஞ்சம் சந்தோஷமே!
பலரிடமிருந்தும் கோரிக்கைகள் நிறைவேற்றப் படுவதால் நன்றி சொல்லி பல குறுஞ்செய்திகள் வருவதாகவும் சொன்னார். நல்லதே நடக்கட்டும்...

I sent a mail to the portal of Public Grievances of Central Govt. on 17.09.'07 regarding the chaotic traffic in Samayanallur-Paravai-Madurai road and got a response saying that S.P. of Madurai has been asked to look into that.

In case the metal barricades that are being put up in this road recently are the result of it, I request that they should be made visible in the night with florescent paint. For those in smaller vehicles these barricades are simply INVISIBLE due to very bright headlights of oncoming traffic.

WILL ANYONE ever keep such barricades of this sort on busy roads IF ONLY he would be held RESPONSIBLE for any possible mishaps?

மீண்டும் ஒரு வேண்டுகோள்


மத்திய அரசு குறை தீர்க்க அமைத்துள்ள இணைய தளத்தின் hit counter மிகவும் ஆச்சரியமான முறையில் வெகு வெகு வேகமாக கூடிக்கொண்டே போவது மிக்க மகிழ்ச்சியளிக்கிறது.(இந்த நிமிடம் எண்ணிக்கை சரியாக 6000) என் முந்திய பதிவு இடப்படுவற்கு முன் வெறும் 1300-களில் இருந்த எண்ணிக்கை பதிவிட்ட 24 மணி நேரத்திற்குள் 2100-களில் உயர்ந்தது பார்த்து - காக்கா உட்கார பனம்பழம் விழுந்த கதையாக (?) - மகிழ்ந்து போனேன். அந்த எண்ணூத்தி சொச்சம் பேரில் 5% மக்கள் மட்டுமேகூட பதிவிட்டிருந்தாலும் 40 பேருடைய விண்ணப்பங்கள் ஒரே கருத்துக்காக போய்ச் சேர்ந்திருக்கலாமேவென எண்ணினேன். (நெனப்புத்தான்!!!)
எல்லோருமே ஒரே குறையைப் பற்றி எழுதுவதை விடவும் பல குறைகளை எழுதி அவைகளில் சிலவாவது குறைதீர்க்கப் பட்டால் நல்லதுதானே என்ற எண்ணத்தில் இன்னொரு வேண்டுகோளை உங்களிடம் வைக்கின்றேன்.

அடுத்த குறையாக நமது தொடர்வண்டிகளில் இருக்கும் கழிப்பறைகளின் நிலை உங்களுக்குத் தெரியும்தானே; அதைப் பற்றிய ஒரு விண்ணப்பத்தை இந்த இணையதளத்திற்கு அனுப்பியுள்ளேன். ( Registration No. DARPG/E/2007/08851; நகல் கீழே). என் முந்திய பதிவில் இந்த இணைய தளத்திற்கு என் வேண்டுகோளுக்கிணங்கி முதலில் விண்ணப்பம் அனுப்பிய முதல் 5 பேரை மட்டும் இந்த விண்ணப்பம் சார்ந்த கருத்துக்கும் ஒரு விண்ணப்பம் அனுப்ப வேண்டுகிறேன். அவர்கள்:

1. தென்றல்
2. வவ்வால்
3. மாசிலா
4. தெக்ஸ்
5. நாகை சிவா

இப்படி விண்ணப்பம் அனுப்புவதில் நம்பிக்கையும் ஆர்வமும் உள்ள மற்றோருக்கு என் வேண்டுகோள்:

நமக்கென்ன பிரச்சனைகளா இல்லை. அவைகளில் உங்கள் மனதில் தோன்றும் பிரச்சனைகளை நீங்கள் ஏன் பதியக் கூடாது? பலரும் பதிவீர்கள்; பதிவிடவேண்டுமென வேண்டுகிறேன்.

அப்படி நீங்கள் அனுப்பும் உங்கள் விண்ணப்பத்தின் நகல்களை இப்பதிவின் பின்னூட்டத்தில் இட்டால் நம் எல்லோரின் பார்வைக்கு அவைகள் வருவது நலமாயிருக்கும். விண்ணப்பங்களுக்கு வரும் பதில்களையும் (எல்லாமே ஒரு நம்பிக்கைதானே!) இங்கு மீண்டும் பின்னூட்டமாக இட்டால் நலமாயிருக்கும்.

என்னென்னமோ பண்ணியிருக்கோம்; இது பண்ண மாட்டோமா ...?

இதோ நம் கையில் ஓர் ஆயுதம் என்றொரு தலைப்பில் பதிவொன்று இட்டிருந்தேன். நம் குறைகளை மத்திய அரசின் துறை ஒன்றுக்கு (Dept. of Administrative Reforms & Public Grievances)அனுப்பினால் அதனை நிவர்த்திக்க முயற்சிகள் மேற்கொள்ளப் படும் என்று தெரிந்து அத்துறைக்கு இரு குறைகளைப் பற்றித் தகவல் அனுப்பியிருந்தேன். இதுவரை ஏதும் பதில் இல்லாததால் 'சரி! அவ்வளவுதான்' என்று நினைத்துக் கொண்டிருந்த வேளையில் இன்று ஒரு பதில் வந்துள்ளது.

நான் வழக்கமாகச் செல்லும் ஒரு நெடுஞ்சாலை 'விபத்துப் பகுதி' என்று அறிவிக்கப் பட்டிருந்தாலும் அங்கு தாறுமாறாக விரையும் பேருந்துகளைக் கவனிக்கவோ மட்டுப் படுத்தவோ எவ்வித முயற்சியும் இல்லாமை பற்றியும் அதனால் அடிக்கடி நடக்கும் விபத்துகள் பற்றியும் எழுதியிருந்தேன். இதற்கு வந்த பதில் நம் அரசும், அரசு இயந்திரங்களும் 'உருண்டு கொண்டுதான்' இருக்கின்றன என்ற நல்ல செய்தி மிக்க மகிழ்ச்சி தருவதாக உள்ளது. இன்று எனக்கு வந்த அந்த பதில்:

இதில் மிகவும் வருத்தத்திற்குரிய செய்தி என்னவெனில், இன்றுவரை - 19.12.'07 - இத்தளத்திற்குச் சென்று (எட்டிப்) பார்த்தவர்களே வெறும் 1372 பேர் மட்டுமே என்பது கொஞ்சம் ஆச்சரியமாக (வேதனையாகவும் தான்) இருந்தது. இணைய பயனர்கள் மிகுந்து இருக்கும் நம் நாட்டில் இத்தகைய ஒரு நல்ல வசதியை - இணையத்தின் மூலமே நம் குறைகளைக் கூறும் எளிதான இந்த வசதியை - நம்மில் யாரும் பயன்படுத்தாதது ஏமாற்றமே.

என் இரண்டாவதாக முயற்சியாக, மனிதக் கழிவுகள் அகற்றும் வேளை அந்த வேலை செய்து கொண்டிருந்த மூன்று சுத்தித் தொழிலாளர்கள் சென்னையில் இறந்த ஒரு செய்தி பற்றிக் கூறி, மனிதக் கழிவுகளை மனிதர்களே அகற்றும் இழிநிலை மாற அது இயந்திரமாக்கப்பட வேண்டும்; அதற்குரிய முயற்சிகளை ஒவ்வொரு மாநில அரசும் மேற்கொள்ள வேண்டும் என்று முதல் கடிதத்தைத் தொடர்ந்து மற்றொரு கடிதமும் ஏற்கெனவே அனுப்பியுள்ளேன். அதற்குப் பதிலும், பதிலைத் தொடர்ந்த காரியமாற்றலும் நடைபெறாதா என்ற எதிர்பார்ப்பில் உள்ளேன்.

நான் பதிவனாக சேர்ந்த புதிதில் இந்த விஷயம் பற்றிய ஒரு நெடும் விவாதம் பதிவுலகில் நடந்தது. பலரும் இதைப் பற்றி எழுதினார்கள். அப்போதே இதை அடுத்த கட்டத்துக்கு எடுத்துச் செல்வது எப்படியென்றெல்லாம் பேசினோம். இதோ இப்போது நம் கண்முன் உள்ள பாதையில் எல்லோருமாக ஒரு படி முன்னெடுத்தால் என்ன?

It appears we have at last come out of the bracket of 'developing countries' and at the threshold of being among the developed countries. It is a pround moment for every one of us.

BUT how long we are going to make the dalits to clean and carry the human wastes?

A little money and some great will from our politicians and bureaucrats can make this condition completely changed if we introduce machanised system for doing such jobs.

Is it asking too much to request the governemnt to shell out some money for this and liberate the 'harijans' from this job thrusted on them for generations.

ஆச்சரியமாக இருக்கு. நான் பார்த்ததை இன்னும் பலருக்கு எடுத்துச் செல்ல என் பதிவில் அப்பதிவிற்கு ஒரு இணைப்பு கொடுக்கிறேன். வாசித்துப் பாருங்கள்; செய்தும் பார்போம்.

Re-laying of roads - Breached Contracts

The following will be lodged as a complaint at the public grievance lodging system of our government.

Respected Sirs,

I want to bring to your attention a strange phenomenon that I am noticing around me in Chennai, TamilNadu. I am sure, the same may be happening in other parts of the country as well.

The roads in residential areas are re-laid once every couple of years.

while, re-laying roads is a good thing, I am noticing that the contractors who re-lay these roads, aren't following their contractual agreements to the word. They are breaching some parts of the contract, and sadly, the inspections are not catching these breaches.

One painful phenomenon is, when roads are bad, I believe, the contractors are suppose to scrape away the existing road and then lay the new road.

I have never seen a contractor scrape and remove the existing road when roads are re-laid near my neighbourhood in Chennai. All they do is level the current surface and then blindly add-on the materials to tar on top of it.

This may not look like such a bad thing, but, over the course of years, when a road is re-layed couple of times, the level of the street raises each time.

The houses surrounding the road goes below the road level, causing numerous issues for its occupants, especially during rainy seasons.

There are lots of houses in Chennai which is partially sunk under the ground level, due to this very issue.

I request your office to follow-up on this and do the needful, to enforce that the current road is scraped off totally before re-laying a new road.
